1. All manuscripts must be in English.
2. The paper must be no longer than four (4) pages. It may be shorter.
3. All manuscripts must be formatted for white US Letter paper (8.5 x 11 inches, 216 mm x 280 mm),  Please do not format for A4-size paper.
4. Authors should submit files that will be printed exactly as received, without any additional formatting or scaling required.
5. To achieve the best viewing experience both for the printed proceedings and the CD-ROM, please use the Times-Roman font (the LaTeX style file as well as the Word template files use Times-Roman). This will give the proceedings a more uniform look.
6. The paper must be submitted as a Postscript or PDF document.  When preparing PDF documents (particularly when using Acrobat Distiller), please read the PDF specification for IEEE Xplore.  Also note that all PDF documents must be text-searchable.
7. When preparing your submission, it is imperative that you include all of your fonts as Type 1 scalable fonts.  This is particularly a problem for authors preparing LaTeX documents.  Since we require the use of Times Roman fonts, usually only equations (which use Computer Modern fonts) will be included as Type 3 bitmap fonts.  To prevent this, please use the Postscript versions of the Computer Modern and AMS Math fonts, available from the AMS website. 
   • There are a host of web sites that describe the problem and how to fix it in more detail.  Try here or here.
   • You can use Acrobat Reader to determine if a PDF file has any Type 3 fonts by selecting File... Document Properties... Fonts.
8. The paper should be in the following format:
   • Single-spaced
   • Two (2) columns
   • Printed in black ink
   • No smaller than nine (9) point type font throughout the paper, including figure captions. In nine point type font, capital letters are 2 mm high.
   • The following are the required dimensions of the paper:
     • All text and figures must be contained in a 175 mm x 226 mm (6.9 inch x 8.9 inch) image area (not including headers and footers given in the template files)
     • The inside margin (two-sided printing) must be 22mm (.85 inches)
     • The outside margin must be 19mm (.75 inches).
     • The top margin must be 25mm (1.0 inch).
     • Each column must be 83mm wide, and the columns must be separated by 8mm
   • Center each page within this image area in a two column format.
9. Please do NOT change the headers and footers or add page numbers. Page numbers and copyright information will be added electronically for the proceedings.

Please follow the style of the template files provided above with regard to title, authors, addresses, abstract, heading, and subheadings.  In particular:

• Paper Title - The paper title has to appear in boldface capital letters, centered across the top of the two columns on the first page as indicated above. The placement of the title should be immediately below the top margin.
• Authors' Name(s) - The authors' name(s) and affiliation(s) appear below the title in capital and lower case letters. The templates indicate the area where the title and author information should go. These items need not be strictly confined to the number of lines indicated; papers with multiple authors and affiliations, for example, may require two or more lines for this information.
• Abstract - Each paper should contain an abstract that appears at the beginning of the paper.
• Major Headings - Major headings appear in capital letters, bold face, centered in the column. Examples of the various levels of headings are included in the templates.
• Sub Headings - Sub headings appear in capital and lower case, in boldface. They start at the left margin on a separate line.
• Sub-Sub Headings - Sub-sub headings appear in capital and lower case, indented like a paragraph and on a separate line. They are in italics.
• References - List and number all references at the end of the paper. The references are numbered in order of appearance in the document. When referring to them in the text, type the corresponding reference number in square brackets as shown at the end of this sentence [1].

• Illustrations and Figures - Illustrations and Figures must appear within the designated margins, and must be furnished positioned within the paper. They may span the two columns. If possible, position illustrations at the tops of columns, rather than in the middle or at the bottom. Caption and number every illustration and figure. All half-tone illustrations must be clear black and white prints. Line drawings may be made in black ink on white paper. Do not use any colors in illustrations or figures.
• WWW URL links - Authors are encouraged include the WWW URL address in the paper and/or abstract to refer to any online information related to the paper, such as accompanying audio/video files, links of relevant publications, and demos. The URL link information allows authors to share proper and updated information with (re)viewers.
• As stated above, text should appear in two columns, each 83 mm wide with 8 mm space between columns. On the first page, the top 50 mm (2") of both columns is reserved for the title, author(s), and affiliation(s). These items should be centered across both columns, starting at 25 mm (1") from the top of the paper, as shown in the examples. The abstract should appear at the top of the left-hand column of text, about 12 mm (1/2") below the title area and no more than 80 mm (3-1/8") in length.  On the second and subsequent pages, text or figures begin at the top of the page.
• For 9-point type font, there should be no more than 3.2 lines/cm (8 lines/inch) vertically. This is a minimum spacing; 2.75 lines/cm (7 lines/inch) will make the paper much more readable. Larger type sizes require correspondingly larger vertical spacing.
